🔴 HIGH PRIORITY — AZ Public Records Request: Phoenix PD / LexisNexis CCM Government Contract + AVCC Addendum

Phoenix PD's official crime stats page explicitly states the Community Crime Map is 'operated by LexisNexis through a government contract with the City of Phoenix' — the strongest CCM attribution in our database, active since at least 2019. CCM is part of the AVCC product suite. Whether Phoenix also signed a PSDEX data contribution addendum is the key open question. This FOIA targets that addendum directly. Phoenix is the 5th largest US city with no sanctuary protections.
