New Jersey's statewide VINE victim notification program is operated by Appriss (now Appriss Insights/Equifax) under a contract with the NJ Division of Criminal Justice. All 21 NJ county jails feed real-time jail booking data into VINE. In other states (notably Cook County, IL), Appriss VINE contracts contain a 'Risk Solutions' clause authorizing data to flow to LexisNexis, which then sells it to ICE via a $22.1M federal contract. If NJ's contract contains this clause, all NJ jail booking data could be reaching ICE through LexisNexis, bypassing NJ sanctuary policies. NYC/NY State explicitly negotiated WITHOUT this clause β€” proving it's possible to structure a VINE contract that doesn't funnel to LexisNexis.
