Tracks whether each state's Appriss VINE contract contains the 'Risk Solutions' clause that allows Appriss to share jail booking data with LexisNexis, which packages it into Accurint and sells access to ICE. Cook County, IL is the only confirmed case. NYC/NY explicitly negotiated WITHOUT the clause. All other states are unknown pending FOIA.
