San Luis Obispo Police Department is a confirmed PSDEX contributor. A public records request returned the department's signed Accurint Virtual Crime Center addendum, executed May 29, 2019 by Captain Jeff Smith, committing the department to submit its public safety data to the LexisNexis Public Safety Data Exchange.
The addendum contains both clauses that define contribution. Section I.2 obligates the department to submit "Customer Data Contributions" with "reasonable promptness and consistency" in exchange for PSDEX access. Section II.1 grants LexisNexis a paid up, irrevocable, worldwide license to use, aggregate, and distribute that data in PSDEX and all successor databases. California's SB54 sanctuary law applies. Because PSDEX data is accessible to LexisNexis's federal law enforcement customers, the signed contribution agreement makes a sanctuary bypass structurally possible, though no specific incident is documented.
