Tukwila Police Department

The Tukwila Police Department, a small agency serving about 20,000 residents south of Seattle, holds a documented Accurint Virtual Crime Center subscription. The signed 2024 Schedule A, approved by the city council on July 15, 2024, sets a $16,336.40 annual AVCC fee, includes Jail Booking Search access, and renews automatically in 12-month terms. A separate 2024 contract amendment added Accurint TraX and brought total contract authority to $110,492.99. The department has contracted with LexisNexis since 2019.

Whether Tukwila contributes its own records to the Public Safety Data Exchange is not yet established. The documents obtained so far are subscription paperwork, and none contains the AVCC XML Addendum's data contribution obligation. The distinction matters: a subscriber reads the national pool, while a contributor's local records, including data on victims and witnesses, enter it under an irrevocable license.

Washington's Keep Washington Working Act limits cooperation with federal immigration enforcement. If Tukwila's records enter PSDEX, they become reachable by federal subscribers with LexisNexis as the private intermediary. A Washington Public Records Act request for the AVCC XML Addendum, any Database Interface line item, and data-mapping documents would settle the question. The LexisNexis account manager on the contract is Elizabeth Marshall, whose Pacific Northwest client list is a route to other Washington agencies.
