About this document

The text of Amendment No. 1 to Oklahoma City's AVCC Addendum, released under city records request ORR-5031-2026 (Bates 063 to 066). Four pages: a February 26, 2026 email from a city official to council members JoBeth Hamon and Camal Pennington forwarding the draft, followed by the amendment itself (draft dated February 23, 2026). The council adopted it as Amendment No. 1 on April 21, 2026.

The amendment modifies the Accurint Virtual Crime Center / Accurint Crime Analysis / LexisNexis Community Crime Map Addendum dated January 2, 2019, part of a Master Terms and Conditions Agreement (council Item VII.E.) between LexisNexis Risk Solutions FL Inc. and the City of Oklahoma City. It inserts a new Section I(3)(c) obligating LexisNexis to maintain data sharing restrictions that prevent nationwide sharing while permitting access to OKCPD and the Oklahoma City consortium agencies through the ACA product.

Section (c)(1), consortium-only access and use: LexisNexis must implement and maintain administrative, technical, and contractual controls so that Customer Data Contributions from the city and its consortium agencies are not made accessible, disclosed, distributed, licensed, sold, transferred, or otherwise provided to any person or entity outside the consortium, whether through ACA, PSDEX, any successor database, any derivative product, any analytics output, or any data feed. Subsection (a) defines preventing nationwide sharing as no access by any non-consortium agency or user, including any state or federal entity, absent the city's prior written authorization or valid legal process.

Section (c)(2): written notice before any non-consortium disclosure; any disclosure not compelled by legal process requires the city's prior written approval, which may be withheld in the city's sole discretion.

Section (c)(3): on any subpoena, court order, warrant, public records request, or governmental request for the city's data, LexisNexis must give prompt written notice with a copy, cooperate in seeking a protective order, and disclose only the minimum legally required.

Section (c)(4): the consortium-only restriction supersedes any broader distribution rights in the Addendum, including the Section II.1 License Grant, to the extent of any inconsistency.

The email states: "LexisNexis agreed to all our requirements without changes." The released copy is the unsigned draft; the executed version was not in the production.
