Executed Cost Share Agreement between the Sacramento County Sheriff's Office (Fiscal Agent) and the City of Elk Grove Police Department (Member Agency) for participation in AVCC via the CVISS Consortium. CONTRIBUTION OBLIGATION (confirms the El Dorado copy on a current, independently obtained 2026 execution): Sec 1.7: "Member Agency means law enforcement agencies contributing data to CVISS are allowed access to data of other member agencies and other law enforcement agencies." Sec 3.2: "To participate in CVISS, agencies agree to contribute data from their Records Management System (RMS) as defined by the CVISS Consortium." Sec 3.3: same obligation for Jail Management System data where the agency operates a jail.

MONEY: connection cost $0. Estimated annual maintenance approximately $17,561, covering LexisNexis Risk Solutions software maintenance plus a contingency fund. Sustainment billing begins July 2026. Cost allocated by each agency's share of authorized sworn FTE, excluding courts and corrections. Prior figure on file for Elk Grove was approximately $15,281 (Jul 2024 council item).
