Elk Grove PD — LexisNexis Coplogic Law Enforcement Agreement + DORS Order No. 1 (C-22-272 / C-22-272A, Jun 2022)

Master Law Enforcement Agreement between LexisNexis Coplogic Solutions Inc. and Elk Grove PD, plus Order No. 1 for the LexisNexis Desk Officer Reporting System (DORS), the online citizen reporting portal. Signed 6/2/2022 by City Manager Jason Behrmann. Released in Elk Grove PD records request PD-2026-109.

DORS annual license fee $8,252.40 including support and maintenance. Initial term 24 months, auto-renewing 12 months on 45 days' notice. Order No. 1 Sec 5.1 bars LexisNexis from selling or distributing DORS reports (unlike the eCrash order).

VENDOR ACCESS TO RMS: DORS setup requires Elk Grove to "Enable Provider VPN access to the exporter, RMS application(s), and other information required for report bridge installation" and to "Provide Provider with the schema for the desired file format and/or database schema."

PERMANENCE: Sec 6.3 provides that on termination LexisNexis is not obligated to delete or return reports already provided and may keep distributing them.

LIABILITY ASYMMETRY: Sec 13 caps LexisNexis liability at the fees received in the prior 12 months, or $100 where services are provided at no cost. Exhibit A Sec 3(e) makes the agency solely liable for all costs and claims arising from a security event, including credit monitoring for affected individuals.

Sec 5.1 acknowledges the contributory database structure: person, vehicle and incident data contributed by other law enforcement agencies ("Participating Agencies").
