The item asks the council to let Hawthorne act as contractual hub on behalf of the member cities of the South Bay Regional Public Communications Authority for a collaborative purchase of the LexisNexis Accurint Virtual Crime Center. It is the authorizing document for the six-agency consortium arrangement.
Three things it establishes. First, what changed: the cities already held individual Accurint contracts for public records searching, and the new bundle added access to police records, which required a live connection to the region's shared records and dispatch systems. Second, who built that connection: Hawthorne's IT department, partnering with LexisNexis engineers, maintaining it for all cities. Third, the money: $81,955 in the first year, Hawthorne's share $16,031 from its existing ITS budget, a 15 percent discount from LexisNexis for consolidating to one contract, and an administrative fee charged by Hawthorne to the other cities. Hawthorne's prior contract was roughly $12,000 a year for six licenses; the new one gave every sworn officer a login.
